En el presente trabajo se pone de manifiesto que las diferentes razones demogrficas, socioeconmicas y jurdicas han impulsado a Espaa a elaborar la Ley de la Dependencia, la cual ha venido a integrar el Cuarto Pilar del denominado Estado del Bienestar en Espaa, tras el Sistema Sanitario, el Sistema de Educacin y el Sistema de Pensiones. A la vez, con la Ley, el riesgo de dependencia deja de ser un riesgo que se asume de forma individual y pasa a tener una consideracin de riesgo social, de forma similar a lo que ocurre con el cese de la actividad laboral por vejez, desempleo y enfermedad, que en Espaa cubren los distintos programas del Estado de bienestar configurados en la dcada de los 80. La puesta en marcha en Andaluca del sistema de proteccin de la dependencia ha sido posible gracias al rpido desarrollo normativo de las previsiones de la Ley, y a la circunstancia de que en Andaluca ya se contaba con una red de cobertura que inclua parte de los dispositivos y mecanismos contemplados en la Ley.
