Die Agenda 21 als zentrales Dokument der Konferenz ist mit ihren 40 Kapiteln gewissermaen ein programmatischer Terminkalender fr die Lsung der kosozialen Probleme im 21. Jahrhundert. Obwohl vlkerrechtlich unverbindlich, konnte dieses Dokument durchaus Einfluss auf politische Entscheidungstrger und das ffentliche Bewusstsein entfalten. Auf dem internationalen Parkett ist die Agenda 21 ein Novum, weil sie die Umsetzung ihrer Ziele nicht allein an Regierungen und ihre nationalen und internationalen Organisationen delegiert. So rckt das Kapitel 28 der Agenda 21 den Stellenwert der Kommunen als politische Handlungsebene ins internationale Rampenlicht, denn weltweit werden die kommunalen Gebietskrperschaften aufgefordert, ihren Beitrag zur Untersttzung dieses Aktionsprogramms zu leisten, indem sie mit allen Interessengruppen ihrer Brgerschaft in einen Konsultationsprozess eintreten mit dem Ziel zukunftsweisende Leitbilder fr die Entwicklung ihrer Gemeinwesen zu erarbeiten und zu beschlieen.
