Der vorliegende Band dokumentiert die Ergebnisse des Forschungspro jekts 'Stadt und Sozialstaat: Zur Bestimmungsmacht und ohnmacht der Kommunen bei der Formulierung und Implementation von Sozialpolitik im Bundesstaat', das von der Stiftung Volkswagenwerk in den Jahren 1986 bis 1988 gefrdert wurde. Die Ausfhrungen zur Arbeitsmarktpolitik im zweiten Kapitel bauen auf Vorarbeiten von Gerhard Buck auf. Die Informationen, die wir in vielen Gesprchen gewannen, waren fr unsere Arbeit besonders wichtig.
