Den Anla bildeten die Arbeiten an Japans erster Verfassung von 1889. Sie sind signifikant fr Steins Alterswerk und fr seine Bedeutung fr Japan. Stein unterrichtete in Wien zahlreiche japanische Politiker und Beamte, letztlich gleichsam im Fernunterricht auch Kaiser Meiji.
