Desde el punto de vista de la teora poltica, en las modernas democracias los medios de comunicacin actan como un contrapeso del poder poltico, en tanto actores sociales independientes. En la prctica, es fcil detectar complicidades y alineamientos entre las distintas elites en funcin de sus ideologas respectivas. Pero incluso puede ocurrir que, en su conjunto, las elites polticas y mediticas lleven a cabo un cierre del universo discursivo, hurtando al debate pblico temas y argumentos que seran legtimos en democracia. Cuando esto ocurre, la libre concurrencia discursiva tan apreciada en los modelos democrticos liberales se convierte en una pluralidad ficticia. Limitada a ofrecer matices sobre un discurso dominante, excluye las alternativas cualitativamente diferentes, silencia las voces de quienes carecen del poder para tener el acceso a los discursos pblicos. Es esto lo que ocurre con los discursos acerca de la inmigracin y el multiculturalismo en Espaa? Se limitan a debates sobre aspectos superficiales que no alteran el consenso fundamental de fondo? O suponen, por el contrario, aproximaciones netamente diferenciadas?
