Dabei wird deutlich, daa ein in der WTOOrdnung enthaltener Sanktionsmechanismus komplexen Zusammenhangen zwischen Freihandel und Wohlfahrt genugen muate. Die verfahrenstechnischen Anforderungen und politischen Erfolgsaussichten einer entsprechenden Regelung werden eingehend erortert.
