A travs del texto se van explicando las concatenaciones ideolgicas, econmicas, sociales y urbanas que determinaron la configuracin de la capital chilena, hoy considerada modelo de ciudad de libre mercado. En este sentido el concepto la "Doctrina del Shock", trmino usado en el trfico verbal de la Academia, y popularizado por la ensayista canadiense Naomi Klein en el libro del mismo nombre de 2007. Se sostiene que las polticas econmicas de la Escuela de Economa de Chicago han alcanzado importancia en pases con modelos de libre mercado no porque fuesen populares, sino porque a travs de impactos en la psicologa social producidos por desastres o contingencias; se logra imponer, ante la conmocin social,reformas impopulares. Se supone que algunas de estas perturbaciones, como el 11 de septiembre de 2001 en EEUU, o la crisis del huracn Katrina en 2005 pudieron haber sido aprovechadas con la intencin de empujar la aprobacin de una serie de reformas. En el contexto chileno, dicha perturbacin fue provocada por el Golpe de Estado de 1973 y la posterior implantacin de las polticas de tipo neoliberal, en este caso, se analizan los cambios en materia de desarrollo urbano
