El deterioro de la gerencia de los hospitales pblicos en Venezuela se evidencia en las acciones administrativas sobre insumos, medicinas, equipos y personal. Se abord la salud pblica con preeminencia de la racionalidad del discurso mdico, en el modelo formal de la Gerencia Hospitalaria donde existe un subsistema biotico integrado con subsistemas administrativo, mdico y tecnolgico. Los contenidos del soporte terico se refieren a la teora de los sistemas sociales y los enfoques de Gerencia estratgica, pblica, social y hospitalaria. El enfoque epistemolgico fue el positivismo lgico e investigacin cuantitativa y de campo bajo el enfoque emprico inductivo de tipo correlacional. Se aplic la tcnica de anlisis estadstico descriptivo e inferencial. Las conclusiones reflejan la perspectiva de los gerentes, las acciones de polticas y de la gerencia hospitalaria. Los subgrupos coinciden en sealar que en la gerencia existen conflicto de valores, deficiencias presupuestarias, de equipos, materiales, insumos mdicos y problemas de infraestructura, como causas de la crisis hospitalaria. Por las recomendaciones se diseo este Modelo Terico de la Gerencia Hospitalaria.
