Am Beispiel der sich im Kaiserreich rasant entwickelnden Grossstadt Leipzig untersucht die Autorin Pflichten und Aufgaben einer Kommunalverwaltung. In den Blick genommen werden der Verwaltungsapparat und die beteiligten Akteure, aber auch die Tatigkeit des Verwaltens. Es gelingt, die raschen Veranderungen im kommunalen Verwaltungshandeln zu akzentuieren: Professionalisierung, Leistungsverwaltung und Burokratisierungsschub. Auf der Grundlage eines breiten Quellenfundaments wird gezeigt, wie man auf die Herausforderungen der Zeit reagierte, welche organisatorischen Konsequenzen gezogen wurden und wie man begann, vorausschauend zu planen und zu handeln. Dabei wird deutlich, wie eine Stadtverwaltung im Spannungsfeld zwischen Beharrung und Modernisierung jenen Zuwachs an Funktionalitat erlangen konnte, der sie zu einer modernen, flexiblen und leistungsfahigen Verwaltung werden liess.
