El anlisis esta centrado en tres dimensiones bsicas: reglas de juego, capacidad de gestin de los gobiernos locales y red de relaciones entre actores. A travs de un anlisis comparado, se estudian ciudades argentinas y espaolas en las que se detectan diferentes modalidades de relacin pblicoprivada, utilizacin de recursos, estrategias de accin y limitaciones de gestin de cada uno de los gobiernos locales. El resultado muestra cmo es posible que una ciudad aumente su capacidad de atraccin a las inversiones y canalice los intereses privados en sintona con los intereses pblicos. Si bien la concrecin de los negocios respondi a ciclos econmicos especficos, la actuacin del gobierno local tuvo una enorme importancia. Ciudades con mayores capacidades institucionales lograron mayor atraccin de negocios y mayores posibilidades de crecimiento econmico local.
