Las organizaciones burocrticas, como objeto de estudio de la sociologa, han sido centro de inters desde larga data, partiendo de los estudios clsicos de Weber, hasta las consideraciones ms recientes acerca la capacidad de integrar nuevos dispositivos de gestin y adaptar su estructura organizacional a las orientaciones de las Nuevas Formas de Organizacin del Trabajo, como tambin a partir de la discusin entre calificacin y competencias laborales. Estas observaciones, cuando se trasladan al mbito de las burocracias estatales, adquieren ribetes particulares, al introducir en el anlisis cuestiones tales como el papel y la dimensin de las administraciones pblicas, apreciaciones acerca de los estndares de calidad, el status de los funcionarios o los modelos organizacionales que deben adoptar. En el presente trabajo el autor presenta un estudio de caso: el Hospital de Clnicas (hospital universitario) y dentro de ste la Divisin Recursos Humanos. Esta organizacin rene tres caractersticas que hacen muy interesante su abordaje: una organizacin pblica, universitaria y de la salud, a la vez que inmersa en un proceso de innovacin en la gestin de sus recursos humanos.
