Trotz einer inzwischen au8erordentlich entfalteten Parlamenta rismusforschung und einer vielWtigen Informationstiitigkeit des Bundestages selbst klagt man nicht nur in der gehobenen Publizistik, sondem auch in einem Teil der sich publizistisch gerierenden Politikwissenschaft iiber angebliche 'Defizite' oder 'l. . egitimationskrisen' des parlamentarischen Regierungssystems; von der 'Abgehobenheit' des Bundestages ist die Rede, seinem 'Funktiomverlust', seiner 'Biirokratisierung', von einer mangelnden 'Transparenz' parlamentarischer Entscheidungen, von 'Fraktionszwang' und einem angeblichen Widerspruch zwi schen Abgeordnetenfreiheit und Parteibindung, von nicht'repriisentativer' sozi aler Zusammensetzung des Bundestages, fataler 'Professionalisierung', 'Parla mentsverdrossenheit', usw. die Palette parlamentarismuskritischer Themen ist groB, und sie haben nicht erst seit Fraenkels vehementer Antikritik die verof 2 fentlichte Meinung in Deutschland stets aufs neue bestimmt Zweifellos ist eine kritische, aufmerksame Offentlichkeit unabdingbare Vor aussetzung fUr die Funktionsund ReformfAhigkeit einer demokratischen Ordnung. Es steOt sich freilich die Frage, ob derlei kritische Topoi die wirklichen Probleme der Zeit treffen oder ob sie als weitergeschleppte Stereotype der offentlichen Mei nung ein Eigenleben entfalten. Nun wird man sich sicherlich damit abfinden miissen, daB die Ergebnisse der politikwissenschaftlichen Forschung wie iibrigens auch die anderer Diszipline immer nur hachst partiell, zeitlich verzagert oder gelegentlich, aus ideologischen Motiven, iiberhaupt nicht rezipiert werden.
