El trabajo estudia un mbito institucional descentralizado de participacin ciudadana en la Ciudad de Buenos Aires llamado Consejo Consultivo Honorario (CCH) para examinar el tipo de relacionamiento entre actores estatales y sociales, enfocando en las consecuencias para el funcionamiento de las reas del gobierno y para la satisfaccin de las demandas ciudadanas. La indagacin de la actividad del CCH se basa en tres dimensiones: el tipo de actores a los que apela, las problemticas sociales que canaliza, y las consecuencias en los lazos entre las asociaciones de la sociedad civil y con los actores estatales. La virtud de este anlisis de caso radica en mostrar las fortalezas y falencias del CCH: constituye un canal para que los ciudadanos ms comprometidos con lo pblico articulen un dilogo con el Gobierno de la Ciudad en determinados asuntos, pero al mismo tiempo posee escaso potencial para insertar nuevos actores en los procesos de elaboracin de polticas. No se trata de un instrumento que aumente la influencia poltica de todos los ciudadanos, sino de una herramienta que permite el mejoramiento de acciones pblicas concretas mediante la consulta a determinados vecinos.
