La idea del estudio nace fruto de un anlisis de prensa donde se constat que uno de los temas por los cuales existe ms presencia del tema municipal en los medios es la planificacin territorial y desarrollo urbano. Ha emergido como un tema de movilizacin ciudadana en los ltimos aos, principalmente en las comunas de mayores ingresos. Los vecinos han levantado su voz exigiendo mayores niveles de participacin en la definicin de los Planes Reguladores Comunales como instrumentos encargados de definir el ordenamiento territorial de una comuna, o bien, oponindose a obras de infraestructura mayor (autopistas, carreteras o vertederos). Estas movilizaciones demostraran que los conductos o canales existentes en los municipios para procesar estas demandas ciudadanas no dan cuenta de ellas, lo que lleva a los vecinos a movilizarse y expresar su descontento u opinin a travs de formas de expresin social propias. Son los nuevos grupos de presin que se han tomado los temas de ciudad y levantando banderas ciudadanas, fuera de la orgnica partidista han exigido mayor participacin ciudadana en la definicin de medidas que afectan su entorno y su calidad de vida.
