Esta tesis analiza el proceso participativo de las organizaciones que integran el Consejo Consultivo Municipal de La Paz, Entre Ros (Argentina) durante el perodo 20022006. El trabajo se orienta a dilucidar el porqu, para qu y cmo participan los actores en este espacio. Las estrategias metodolgicas estn relacionadas con las caractersticas de un caso local, en el que la trama de relaciones es ms compleja que la mirada clsica que separa las esferas gubernamentales, de la sociedad civil y del sector empresarial. El proceso se desarrolla en el marco del paradigma cualitativo, como una manera de construir el objeto cientfico buscando trabajar con los significados que una poblacin le atribuye a su entorno inmediato. La investigacin permite analizar las tensiones que se producen entre la representacin poltica y la social en un mismo espacio pblico y hace visibles cmo determinados problemas en la implementacin de planes sociales, disparan y condicionan la participacin de los actores.
