Die vorliegende Arbeit ist wahrend meiner Assistententatigkeit am Lehrstuhl und Institut fur Politische Wissenschaft der Universitat Wurzburg entstan den. Es liegt ihr die leicht uberarbeitete Fassung meiner politikwissen schaftlichen Habilitationsschrift gleichen Titels zugrunde, die im Dezern ber 1982 von der Philosophischen Fakultat III (Philosophie, Erziehun und Gesellschaftswissenschaften) der Universitat Wurzburg anerkannt wurde.
