Da die notwendigen Planungsgren teilweise schon bei der Dimensionierung der Anlage durch den Anlagenhersteller bekannt sind, kann auf der Basis dieser Gren der zu erwartende Personalkostenblock schon vor der Inbetriebnahme der Anlage prognostiziert werden. Damit kann schon im Rahmen der technischen Planung mit der Akquisition des erforderlichen Personals begonnen werden.
