Mit dem Inkrafttreten des neuen Betriebsverfassungsgesetzes am 19. Januar 1972 ist im Bereich des betrieblichen Personalwesens eine gravierende Knderung eingetreten: Erst malig unterliegt die Personalplanung dem Mitbestimmungsrecht des Betriebsrates. Durch diese gesetzliche Regelung ist weitgehend sichergestellt, daB neben den wirt schaftlichen Zielen des Arbeitgebers auch die sozialen Wunsche der Arbeitnehmer in die Planungen eingehen und deren Interessen starker als bisher beriic: ksichtigt werden. Da der Betriebsrat unter anderem die Moglichkeit hat, personalplanerisch initiativ zu werden, kann fur die Zukunft mit einer groBeren Aktivitat auf diesem Gebiet gerech net werden. Das setzt jedoch voraus, daB entsprechende Methoden und Instrumente zur Verfugung gestellt werden. Ohne Frage sind in den letzten Jahren auf wissenschaftlicher Seite hinsichtlich der Personalplanung gewisse Fortschritte gemacht worden. In den einschla gigen Arbeiten wird die Personalplanung aber lediglich aus der Sicht der traditionellen Betriebswirtschaftslehre betrachtet, die sich ausschlieBlich oder doch primar dem Leit ziel der Gewinnmaximierung verpflichtet fuhlt. Betriebssoziologische und sozialpoli tische Oberlegungen geraten dabei vollig ins Hintertreffen. 1m allgemeinen werden nicht einmal die gesetzlichen und tarifvertraglichen Regelungen angefuhrt, die doch von erheblicher Bedeutung fur die praktische Vorgehensweise sind. Die aufgezeigten Fakten bilden den Hintergrund fur die vorliegende Arbeit. Darin wird der Personalplanung die grundsatzliche Aufgabe zugewiesen, die Voraussetzun gen fur die Verwirklichung der Ziele des Arbeitgebers und der Belegschaft zu schaffen.
