La autora busca generar conocimiento en materia de planeacin metropolitana, haciendo una propuesta metodolgica para el diseo y formulacin de Planes Estratgicos de Desarrollo Metropolitano Integral (PEDMI), los cuales consideren e integren los diferentes mbitos que se vinculan con la compleja realidad de las metrpolis. Para ello, establece la diferencia y complementariedad existente entre la planeacin tradicional, la planeacin estratgica y la prospectiva territorial; y evidencia el potencial del vnculo: prospectiva territorialpolticas pblicas, para fortalecer el quehacer gubernamental. Adems, para identificar los factores estratgicos que han dado lugar al diseo y formulacin de planes metropolitanos a nivel internacional, lleva a cabo un estudio comparativo de tres casos de xito: Barcelona, Curitiba y Montreal. Y es a partir de los principales hallazgos emanados del anlisis comparativo, de la aplicacin de herramientas prospectivas, as como del anlisis del caso de la Zona Metropolitana de Monterey (ZMM), que hace una propuesta metodolgica y plantea lineamientos de poltica pblica para el diseo y formulacin de un PEDMI en el caso de la ZMM.
