El rol que asigna el Estado al Instituto Nacional de Cultura Cusco es investigar, proteger, conservar, poner en valor, promover y difundir el Patrimonio Cultural de la Nacin. Esta institucin ha crecido en los ltimos aos, generando ingresos por ms de 20 millones de dlares anuales y ms de dos mil puestos de trabajo directos. Los recursos financieros de la institucin, provienen de la venta de boletos de ingreso a Machupicchu y Camino Inka fundamentalmente; siendo considerable. El uso de estos recursos se da en un marco anti tcnico y de corto plazo, no hay polticas claras de generacin de recursos por otras fuentes o por otros circuitos. La investigacin, analiza la gestin de los recursos; los procedimientos y factores internos y externos que inciden en el desarrollo institucional para luego proponer un modelo de planeamiento estratgico financiero para la gestin del patrimonio cultural. La primera parte trata de las generalidades de la investigacin; la segunda, realiza un diagnstico de variables; la tercera, recoge la informacin anterior y mediante matrices se genera direcciones estratgicas y la cuarta propone las estrategias que debe seguir la institucin.
