I found this book very interesting. It is not to be expected that any American would look favorably on Nicholas II's minister of the interior, and Professor Judge very clearly delineates Plehve's shortcomings. Still, fairness would seem to dictate that we acknowledge that he tried to prevent the Gulag Archipelago and all the horrors that followed from the Russian Revolution.
