Die schrittweise Entflechtung dieses Verhltnisses sollte 2006 dazu dienen, eine grere Transparenz der politischen Entscheidungen zu schaffen und generell die politische Handlungsfhigkeit zu verbessern und zu strken. Natrlich bedarf es in einem modernen Staat durch seine komplexe Struktur einer gewissen Anzahl an handelnden und unterschiedlichen Akteuren. Es gilt schlielich, eine hohe Anzahl von wechselseitigen Aufgaben und Abhngigkeiten zu erfllen bzw. zu berschauen. Auf der anderen Seite kann eine solche Politikverflechtung jedoch auch das System lhmen, beeintrchtigen und sogar an die Grenze der Handlungsfhigkeit bringen. Die politischen Entscheidungen der einzelnen Lnder und auch die Umsetzung dieser Entscheidungen stoen oft auf Unverstndnis. Ein Beispiel fr die Probleme des Fderalismus und seiner Politikverflechtung sind die Diskussionen ber die Studiengebhren, deren Einfhrung fr viele Menschen nicht im Einklang mit dem Grundgesetz steht. Bildungspolitische Richtlinien, Lehrplne und Verordnungen unterscheiden sich in den einzelnen Bundeslndern und sind fr die Familien, die innerhalb der BRD ihren Wohnsitz wechseln, oft eine groe Hrde. Chancengleichheit und Gerechtigkeit sollten unabdingbare Ziele jeglicher Bildungspolitik sein. Ein weiteres aktuelles Beispiel dieser Problematik ist sicherlich auch in der EHEC Krise vom Frhjahr 2011 zu finden. Die Bemhungen der zustndigen staatlichen Behrden wirkten und wirken auf viele Menschen schwach und vor allem unkoordiniert.
