Allerdings gibt es laut Max Weber in allen modernen politischen Systemen das Bestreben anwachsender brokratischer Apparate, sich politisch von jeglicher Herrschaft zu verselbststndigen und sich gegenber gesellschaftlichen Impulsen abzukapseln' , also sich jeglicher Kontrolle anderer gesellschaftlicher oder politischer Akteure zu entziehen. Dies stt auf harte Kritik von Weber. Diese Arbeit soll sich auf Webers politische berlegungen zum deutschen Beamtentum im spten Kaiserreich konzentrieren, welche er in seinem Werk Parlament und Regierung im neugeordneten Deutschland. Zur politischen Kritik des Beamtentums und Parteiwesens' niedergeschrieben hat. Bei der Periode von 1917 bis 1919 handelt es sich fr Deutschland aufgrund des bergangs von der Monarchie zur Republik um eine Periode des politischen und sozialen Umbruchs. Mit diesem Beitrag zur knftigen Verfassungsform Deutschlands nach dem ersten Weltkrieg, thematisiert er die Vorteile der modernen Brokratie, bringt aber ebenso seine Missbilligung der genannten politischen Verselbststndigung der Brokratie und der durch sie wirkenden Beamtenschaft zum Ausdruck. Diese aufgreifend, legt er eine Theorie unter anderem ber die institutionell einzurichtende Zhmung oder Eingrenzung der faktischen Macht der Beamten, durch Kontrolle und Wahl der politischen Fhrer dar.
