El barrio Pichincha es reconocido por su valor histrico, arquitectnico y urbano. En los ltimos aos el sitio tuvo lugar a un proceso de renovacin edilicia consecuencia del ocurrido en la ribera y el rea central de la ciudad de Rosario, Argentina. Adems, la valorizacin previa por la localizacin de establecimientos gastronmicos y de entretenimientos, lo convirti en un importante polo cultural y turstico. La recuperacin de la economa, consecuencia del aumento de las exportaciones agrcolas, produjo tambin nuevas inversiones inmobiliarias. El intenso desarrollo de la actividad determin grandes transformaciones edilicias, algunas veces modificando o sustituyendo edificaciones de valor patrimonial, teniendo como fin construir edificios en altura. Esto motiv la sancin de una normativa particularizada con el propsito de atenuar los efectos de la sustitucin edilicia. No habiendo estudios previos y siendo de suma actualidad, est pretende dimensionar los procesos de cambio ms recientes, su vinculacin con lo transformacin urbana en Rosario haciendo especial nfasis en el rol de las polticas urbanas y contribuyendo al campo urbanstico local e internacional.
