Este estudio busca analizar el establecimiento de polticas pblicas de desarrollo local mediante los procesos de construccin de redes de polticas y el aprendizaje poltico en la comunidad indgena de Toribo Cauca Colombia, durante el periodo 1994 2010. Se parte del supuesto que la participacin de la comunidad en la formulacin e implementacin de la poltica pblica de desarrollo local genera permite polticas ms adaptadas al contexto local y por lo tanto ms exitosas en la medida en que se fortalece la construccin de redes al interior del municipio. Dichas redes de poltica buscan incidir en el proceso de decisin, formulacin e implementacin de polticas pblicas para la construccin de una propuesta de desarrollo local al interior de un mbito institucional estatal que acta y desarrolla sus polticas de manera ambigua y opuesta a los derechos y decisiones colectivas. Buscamos con esta propuesta fortalecer la discusin acadmica en torno a las polticas pblicas, la teora de redes de poltica, las coaliciones promotoras, el desarrollo local, y aportar de manera prctica en la reflexin del proceso que vienen liderando los habitantes de este municipio en Colombia.
