Investments in transport, especially the road transport sector has received a lot of attention in Ghanas economic development agenda even though empirical evidence concerning the impact of road construction, rehabilitation and maintenance projects have raised questions about the direct rate of returns from such investments without other complementary policies, programmes and projects. The popularity of the road transport sector in the country as an agent of growth and change is evident from the primacy its investments command in most government portfolios. In order to establish the object of these investments the specific impact should be established. This study is an attempt in that direction taken the Birim North District of the eastern region of Ghana as a case.
