Zwar blieb das Engagement privater Herausgeber verboten, doch nahm die Anzahl der Titel und Gesamtauflagen stark zu. Pluralisierung und der Abbau staatlicher Subventionen waren prgend, gingen aber nicht einher mit dem Rckzug des Staates aus dem Printbereich. Vielmehr verfeinerte er seine berwachungs und Kontrollmechanismen, um die sozialistische Staatsform vor dem Einfall westlicher Ideen zu schtzen. So entstand ein Konstrukt aus staatlichen Herausgebern, Zensur, kommunistischer Ideologie und konomischen Interessen, dass die Presse dominiert und deren freie Entfaltung unmglich macht.
