In dem Buch wird ein System privater Arbeitslosenversicherungen entwickelt, das Arbeitnehmern und Arbeitgebern gleichermaen Anreize zur Verminderung von Arbeitslosigkeit gibt. Der bergang zu diesem anreizkompatiblen System wird Arbeitnehmer oder Arbeitgeber nicht schlechter stellen als zuvor. Fr Arbeitnehmer wird ein Modell zur Bestimmungdes individuellen Risikos und der darauf basierenden individuellen Prmien bei alternativen Leistungen privater Arbeitslosenversicherungen entworfen. Fr die Arbeitgeberseite wird eine modifizierte Form des amerikanischen 'experience rating' vorgeschlagen: Die Hhe des Arbeitgeberbeitrags wird an das Entlassungsverhalten gekoppelt, um ber Rckkopplungseffekte Beschftigungsanreize zu geben. Simulationsanalysen fr Deutschland zeigen, dass das im Buch entwickelte System die Arbeitslosigkeit auf Dauer verringern hilft sowie die Kosten der Arbeitslosenversicherung und damit die Versicherungsbeitrge senken wird.
