Vnd in der Tat: Was liegt naher als die Frage 'Was tun?', wenn man meint, ein Problem erkannt zu haben? Die Frage wird oft zu ungeduldig gestellt und oft zu schnell beantwor tet. Da alles, was in Organisationen geschieht, Menschen betrifft und sich Menschen nur begrenzt wie Maschinenteile behandeln lassen, fOh ren sozialtechnische Anweisungen, Plane, Verlaufsdiagramme oft nicht zu den erwOnschten Ergebnissen. Ausschliel3lich Anweisungen zu folgen ware nur eine weitere Facette des hierarchischen Systems. Gerade dieses steht aber beim Projektmanagement zur Disposition. Oft ist es, wenn in Organisationen etwas bewegt werden soIl, mehr eine Frage von Haltung als eine Frage der Technik. Wir haben vielfach die Erfahrung gemacht, daB FOhrungskrafte zu nehmend an den historischen und gesellschaftlichen HintergrOnden ih rer Tatigkeit interessiert sind; das Theorie und EinsichtsbedOrfnis wachst proportional mit der Abnahme von Sicherheit beim Planen, Entscheiden und Steuern angesichts starker werdender Verflechtun gen, enger werdender Markte und insgesamt zunehmender Komplexi tat.
