Dieses Werkzeug ist ein Hilfsmittel fr ffentliche Verwaltungen um der allgemeinen Forderung nach mehr Leistungstransparenz, Effizienz und Effektivitt nachzukommen. Es gibt bestehende Anstze, nach denen Verwaltungen diese Ziele erreichen knnen, indem sie lernen, unternehmerisch zu denken und zu handeln anstatt Aufgaben zu privatisieren. Stdte und Kommunen werden als Konzerne mit Dienstleistungsbetrieben aufgefasst, die wirtschaftlich entscheiden und investieren mssen. In diese Anstze fgt sich das PICTUREWerkzeug ein. Eine zentrale Idee des PICTUREWerkzeuges ist die Verwendung von Prozessmustern. Prozessmuster sind austauschbare und wieder verwendbare Module, die jeweils einen Lsungsvorschlag fr eine bestimmte Aufgabe darstellen. Sie sollen jedoch nicht den Softwareentwicklungsprozess untersttzen. Vielmehr sollen Prozessmuster die Grundlage fr eine prozessbasierte Modellierungssprache sein, die die Modellierung der behrdlichen Prozesse durch Verwaltungsmitarbeiter erleichtert. Von Bedeutung ist, dass sich das Thema 'Prozessmuster' noch im Forschungsstadium befindet. Es existieren daher noch keine Lehrbcher ber dieses Thema, die eine allgemein akzeptierte Sichtweise vermitteln. Statt dessen zeigen beinahe alle bisherigen Publikationen und Informationen zu diesem Thema eine uneinheitliche Auffassung ohne gemeinsame Basis.
