Unterschieden wird zwischen den Phasen AgendaSetting, Programmformulierung, Durchfhrung und Folgen. Schwerpunkt ist die Frage, welche Personenkreise in welcher Phase dieser Aktionen handlungsanleitend waren. Im ersten Teil wird verglichen, welche Argumente fr Unfruchtbarmachung und Ttung von psychisch Kranken von Seiten der nationalsozialistischen Weltanschauung ausgingen und welche von den wissenschaftlichen, speziell den medizinischen Kreisen verbreitet wurden. Danach wird analysiert, wie die aufgekommenen Forderungen in politische Programme und Gesetze eingebunden wurden; das Hauptaugenmerk gilt dabei den beteiligten Personen und Gruppen. Waren es nur und explizit die Nationalsozialisten, die die Ttung von minderwertigen' Menschen guthieen, oder waren es doch eher die unpolitischen' Wissenschaftler, die Mediziner und hier vor allem die Psychiater selbst, die die Politikformulierung vorantrieben? Sind diese beiden Gruppen klar zu trennen? Der dritte Teil bildet den Schwerpunkt der Analyse und befasst sich mit der Durchfhrung der Krankenmorde; neben den Organisationen, die daran beteiligt waren, stellt sich auch hier vor allem die Frage, wer das Verfahren vorantrieb, und ob es von den Medizinern oder anderen Gruppen Widerstand gegen die Ttungen gab. Auch ist hier ebenso in dem zweiten Teil die Frage interessant, wie sich die Machtstellung der nationalsozialistischen Fhrung vor allem Hitlers auf die Programme und deren Durchfhrung auswirkte.
