Bevor also eine genauere Betrachtung des Themenkomplexes Public Diplomacy angestrebt werden kann, ist es sinnvoll und unumgnglich sich beiden Komponenten zuzuwenden, da deren Bedeutung im Einzelnen die wichtigsten Grundsteine fr die spteren Betrachtungen zu liefern vermgen. Zu Beginn der Untersuchung wird der Blick nun zunchst in Richtung des Wortteils Diplomatie" gewandt. Da sich die klassische Diplomatie in einem starken Wandel eben hin zur Public Diplomacy befindet, dennoch aber grundlegende Elemente der Jahrtausende alten Praxis des Leitens von Verhandlungen zwischen bevollmchtigten Reprsentanten verschiedener Gruppen oder Nationen in sich aufnimmt kann sie deshalb keinesfalls losgelst von ihrem Ausgangspunkt betrachtet werden. Das klassische Feld der Diplomatie mit ihren ltesten und auch einfachsten Formen und Vorgehensweisen lsst sich in drei Bereiche aufgliedern. Eine erste Form ist hierbei die bilaterale also zweiseitige Diplomatie, welche zwei Gruppen oder Staaten umfasst. Eine weitere Form, bei der viele Gruppen oder Staaten im diplomatischen Prozess zu einem fr alle annehmbaren und auch verbindlichen Ergebnis zu kommen suchen, ist die sogenannte multilaterale oder mehrseitige Diplomatie. Eine aufgrund der allgemeinen globalen Verflechtungen heutzutage kaum mehr praktizierte dritte Form ist schlielich der Unilateralismus, also das Alleinhandeln eines Staates nur im Eigeninteresse und ohne Absprachen mit anderen Nationen, mglicherweise auch diesen zuwider.
