Im Bereich der Gebudewirtschaft ist in vielen Stdten und Gemeinden zurzeit eine erhebliche Zersplitterung der Verantwortung festzustellen. Durch eine effiziente Gebudewirtschaft knnten jedoch Einsparpotentiale realisiert und/oder neue Ertragschancen erschlossen werden. Fr die Kommunen ist es daher zunehmend notwendig, sich mit der Frage der Gebudewirtschaft auseinander zu setzen. Fr den Aufbau der Gebudewirtschaft bieten sich eine Reihe von Organisationsformen an, die von der kommunalen Eigenerstellung bis zur Fremdvergabe der betroffenen Leistungen reichen. In der Praxis zeigt sich, dass der Prozess der Privatisierung bzw. der Einschaltung Privater in die Gebudewirtschaft nur schleppend vorankommt. Es gilt daher zu untersuchen, ob den zugrunde liegenden Bedenken durch eine partnerschaftliche Zusammenarbeit begegnet werden kann. Mit der vorliegenden Arbeit soll das Privatisierungspotential in der kommunalen Gebudewirtschaft aufgedeckt werden, um auf Basis empirischer Daten Aussagen ber die Realisierungschancen einer Privatisierung zu treffen. Es wird dabei nicht die volle (materielle) Privatisierung dieser Leistungen betrachtet, sondern Zwischenformen der Privatisierung, die in den Bereich der Public Private Partnership einzuordnen sind.
