Mit einem Anteil von 3,2 Prozent am Bruttoinlandsprodukt (BIP) im Jahr 2004 und etwa 3,5 Prozent Erwerbsttigen, stellt der Verkehrssektor ein Bindeglied zwischen Wirtschaft, Arbeit und Freizeit dar. Der Umfang der deutschen Infrastruktur ist beachtlich. Mit einem Wert von etwa 772 Milliarden Euro und einem 282.800 km langen berregionalen Verkehrsnetz inklusive Autobahnen, Bundesstraen, Wasser und Schienenwegen hat Deutschland eine starke Wettbewerbsposition inne. Bis 2050, so prognostiziert das Bundesministerium fr Verkehr, Bau und Stadtentwicklung, soll sich das Gterverkehrsaufkommen in Deutschland gegenber 3,7 Milliarden Tonnen (t) heute auf 5,5 Milliarden t steigern. Die Gterverkehrsleistungen von 600 Mrd. Tonnenkilometern (tkm) sollen sich mehr als verdoppeln. Vor dem Hintergrund fortschreitender Globalisierung, Internationalisierung und Liberalisierung stehen Individuen, Unternehmen und Volkswirtschaften vor neuen (logistischen) Herausforderungen. Diese gilt es zu bewltigen, nicht jedoch wahllos, unbedacht oder unabhngig von Regelungen. Ihde stellte dazu fest, dass 'kein anderer wirtschaftlicher Bereich von solch hohen Rahmenbedingungen und staatlichen Regulierungen betroffen ist, wie der Verkehrssektor' .
