Das Besondere liegt dabei darin, dass die Finanzierung uber eine aufgrund eines Gesetzes von allen Grundstuckseigentumern erhobene Abgabe erfolgt. Das vorliegende Gutachten setzt sich umfassend mit den Rechtsfragen auseinander, die sich im Zusammenhang mit der Einfuhrung von Business Improvement Districts in das deutsche Recht stellen. Insbesondere werden die finanzverfassungsrechtliche Zulassigkeit der Abgabenpflicht und die Anforderungen des Demokratieprinzips an das Rechtsinstitut erortert.
