El 25 de enero de 1999, un terremoto de 6,2 en la escala de ritcher y con epicentro en el municipio de Pijao (en el departamento del Quindo) sacudi el eje cafetero colombiano. Armenia, la capital del Departamento, fue la poblacin ms afectada. Para enfrentarlo la Presidencia de la Republica conform el Fondo para la Reconstruccin del Eje Cafetero FOREC que con una metodologa sugerida por el BID, delegaba el proceso de reconstruccin en ONGs. Aqu se analiza un caso de ese proceso, en el cual confluyeron la lgica del modelo y las inconformidades de los damnificados, en una tensin en ocasiones mediada y otras alimentada por una ONG conformada, entre otros, por ex integrantes del M19 (el grupo guerrillero colombiano que firm acuerdos de paz en 1990) cuyos objetivos, ms all de la restitucin de las viviendas y los barrios, propugnaban por la reivindicacin de los ms desfavorecidos como ciudadanos. As, ese caso se convierte en una excusa para analizar el proceso de reconfiguracin territorial a partir de los discursos, la ideologa y las tensiones polticas emanadas o provocadas por esa ONG y que propiciaron la fundacin del barrio Ciudadela Simn Bolvar.
