Effective and efficient staffing process is highly needed in the public sector in general and in the senior civil service level in particular where the public sector is subject to continuous technological, demographic, and economic changes. The successful implementation of such a staffing process is among the most pressing challenges governments continuously face. In this book, I study the use of modern trends of recruitment and selection in senior government positions as a tool of change to help implement an objective, scientific and meritbased appointment. My aim is answering the following question: To what extent will changing and professionalizing the recruitment and selection processes for senior government positions in Lebanon initiate transparency and accountability within the Lebanese public administration and therefore help to improve public sector service delivery? The conclusion I inferred from this study is that establishing an objective and meritbased staffing process is a key factor pertaining to the success of a transparent and accountable public sector.
