Sofern, wie im Fall Deutschlands, mehrheitsdemokratische und auf Verhandeln setzende Entschei dungsebenen miteinander verbunden sind, wachse die Anflligkeit fr 'Ent scheidungsblockaden', weil das auf der Mehrheitsregel beruhende parlamenta rische Entscheidungsverfahren die Einigungschancen fr Akteure mit konkur rierenden Eigeninteressen erheblich eingrenze und zudem fr die andere Ent scheidungsebene, auf welcher Problemlsungen kooperativ ausgehandelt wer den, nur schwer 'anschlufhig' sei (Benz 1995: 87ff. ). Allerdings lasse sich dieses Steuerungsproblem vermindern, wenn Akteure, die sich gleichzeitig auf unterschiedlichen Entscheidungsebenen bewegen und an deren 'Grenzstellen' postiert sind, ihr erworbenes 'Prozewissen' nutzen, um je nach Opportunitt die Entscheidung mittels der einen oder der anderen Verfahrensweise zu su chen (ebenda). Andererseits existieren Steuerungsprobleme auch in den Are nen, wo Entscheidungen ausgehandelt werden, beispielsweise aufgrund der 'Unsicherheit der Akteure ber ihre uere und innere Handlungsumwelt' (Benz 1997: 20), da Reaktionen der Kooperationspartner wie auch der eigenen vertretenen Klientel nur bedingt berechenbar sind.
