Der Neue Regionalismus wird als eine spezifische Erscheinungsform wirtschaftlicher Ordnungspolitik im Kontext einer globalen politischen konomie interpretiert. Er ist ein 'offener Regionalismus', der auf dem Typus der 'Wettbewerbsregion' beruht. Wettbewerbsregionen sind das Resultat der sozialen Konstruktion von einflussreichen Akteuren, die der Logik einer globalen konomie folgen. Regionen sind permanente Strukturmerkmale eines globalen Systems, d.h. regionale Integration wird auch in einer globalen konomie nicht obsolet. Obsolet wird vielmehr die Verankerung der bislang vorherrschenden Ordnungspolitik der sozialen Marktwirtschaft in regionalen Wirtschaftsrumen. 'Regionalismus im Wandel' bedeutet daher eine Vernderung der 'Logik' von Regionen in unterschiedlichen historischen Zeitabschnitten.
