Der Transformationsschock" wirkte auf die industrielle Struktur ebenso wie auf den gesamten Bereich des ffentlichen Lebens (BEZ 1995, S. 109). Die ffentlichrechtlichen und privatrechtlichen Akteure des Verdichtungsraumes fanden sich schlagartig in einer von Konkurrenz und Wettbewerb bestimmten Realitt wieder, in der es galt, Standortvorteile in Wert zu setzen und sich nach Mglichkeit das grte Stck vom Kuchen" zu sichern. Halle und Leipzig sind die beiden Oberzentren des Verdichtungsraumes. Die rumliche Nhe und die enge wirtschaftliche Verflechtung beider Stdte bedingen ein wechselhaftes Konkurrenz und Kooperationsverhalten zueinander. Durch die Landesgrenze zwischen dem Land SachsenAnhalt und dem Freistaat Sachsen wird jedoch jede Stadt einer anderen administrativen Einheit zugewiesen. Die politische Trennlinie wirkt sich somit hemmend auf eine gemeinsam abgestimmte regionale Planung und Entwicklung aus (KRANEPUHL 2004, S. 66). Die Landes bzw. Regionalplanung der beiden Bundeslnder kann sich deshalb nicht nur auf den jeweiligen Hoheitsbereich beziehen und an der Landesgrenze enden. Dieses egozentrierte InselDenken wrde dem Leitbild der nachhaltigen Raumentwicklung1 und dem Grundsatz der Herstellung gleichwertiger Lebensbedingungen2 nicht zutrglich sein. Eine Lndergrenzen bergreifende regionale Kooperation zwischen den einzelnen Akteuren des Verdichtungsraumes knnte demzufolge die Grundlage fr eine erfolgreiche Entwicklung der Gesamtregion bedeuten
