Telecommunications is a heavily regulated area. This work describes the telecommunications industry in the Czech Republic, analyses the need for regulation and its possibilities. The approaches to regulation are evaluated and detailed analysis is made for the approach of rate of return regulation including calculation of weighted average cost of capital.
