Die Autoren empfehlen einen dritten Weg: die politisch gewnschten Aufgaben als Datum zu betrachten und sie mit geringerem Ressourcenaufwand effektiv zu erfllen eine Effizienzsteigerung1 der ffentlichen Verwaltung. Darber hinaus ist eine "schpferische Zerstrung" (Schumpeter) der hergebrachten Denkweisen und Strukturen notwendig: Die Brokratie in ihrer existierenden Form2 der standardisierten Leistungserstellung ist den Flexibilitt erfordernden Problemlagen der komplexen Industriegesellschaft nicht mehr angemessen (Osborne/Gaebler 1993: 12 ff.), eine Neubegrndung des Verhltnisses der Aufgaben des Staates als regulierendnormensetzender Rechtsschutz und als Leistungsstaat tut Not (Picot/Wolf 1992: 53) [...] 1 Die Problematik eines geeigneten Effizienzmastabes beim Vergleich ffentlicher und privater Versorgungsarrangements (s.
