El presente estudio pretende indagar si los cambios introducidos por la Reforma Poltica de 2003 estimularon una reputacin de partido o si se sigui dando una reputacin personal, tomando concretamente el caso del Concejo de Bogot. Con la ayuda del modelo de Shugart y Carey (1995) Incentives to Cultivate a Personal Vote: A Rank Ordering of Electoral Formulas, en donde se evalan 4 variables transversales a los sistemas electorales (vote, ballot, pool, district) se pretende hacer una evaluacin del sistema electoral bogotano antes y despus de la Reforma Poltica de 2003 para, finalmente, concluir si hubo un fortalecimiento de los partidos polticos o si se sigui con el personalismo poltico. El estudio pretende ser un acercamiento terico al fortalecimiento de las instituciones democrticas.
