Product Description Die in der vorliegenden Arbeit entwickelte Restriktionsanalyse politischer Steuerung zeigt, dass sich Politik in funktional differenzierten Gesellschaften in ihren Steuerungsansprchen bescheiden muss. Dies gilt auch mit Blick auf den dynamischen Rundfunkbereich, der zunehmend Europisierungs und Globalisierungstendenzen ausgesetzt ist. Insbesondere traditionelle regulative Formen politischer Steuerung sind nicht geeignet, der strukturellen Vielfalt und der Autonomie des Rundfunks Rechnung zu tragen. Politische Steuerung ist folglich im Politikfeld Rundfunkpolitik auf die indirekte Steuerung gesellschaftlicher Selbststeuerung verwiesen. Besonders geeignet hierfr ist das reflexive Rundfunkrecht, das Verhandlungssysteme und Verfahren schaffen will, innerhalb derer das intervenierte System und seine Akteure ihre Konflikte autonom regulieren knnen. Politische Steuerung wird vor allem dann positive Ergebnisse erzielen, wenn sie die Sensibilitt der Rundfunkorganisationen fr Umweltinteressen verstrkt, indem sie externe, ffentliche Interessen im intervenierten System strukturell verankert und so dessen Eigenlogik zugunsten der Realisierung gesellschaftlicher Verantwortung durchbricht.
