Der iiberwiegende Teil der Konsumgiiter wird nicht direkt yom Hersteller, sondern tiber den Handel als Absatzmittler an die Endverbraucher herangetragen. Bei Zwischenschal tung einer Handelsstufe bestehen Marktbeziehungen einmal zwischen dem Hersteller und den Handelsunternehmen, die seine Erzeugnisse abnehmen, zum andern zwischen diesen Handelsunternehmen und den Endverbrauchern. Eine solche Konstellation wird als mehrstufiger Markt bei Zwischenschaltung einer Handelsstufe als zweistufiger Markt bezeichnet. Da letztlich nur so viel abgesetzt werden kann, wieviel der Endverbraucher abnimmt, ist dessen Verhalten fUr den Absatzerfolg des Herstellers entscheidend. Auf einem mehrstu figen Markt besteht nun aber keine direkte Beziehung zwischen Hersteller und Endab nehmer. Zwar kann das produzierende Unternehmen versuchen, durch Werbung auf das Verhalten der Endabnehmer einzuwirken. Der Einsatz der meisten anderen absatz f6rdernden Instrumente ist ihm hingegen durch die Zwischenschaltung des Handels verwehrt oder doch in anderer Weise vorzunehmen, als dies bei direktem Kontakt zum Endabnehmer m6glich ware. Eines der wichtigsten dieser Instrumente ist der Preis. Dort, wo noch eine Preisbindung der zweiten Hand besteht, muB der Hersteller, will er die ihm damit gegebenen absatzpolitischen M6glichkeiten nutzen, zwei Preise, namlich seinen Abgabepreis an den Handel und den Endabnehmerpreis festsetzen. Das weitgehende Verbot der Preisbindung hat die zwingende Festsetzung des Endab nehmerpreises durch den Hersteller unm6glich gemacht. An der Grundkonstellation hat sich dadurch jedoch nichts geandert. An die Stelle der Preisbindung trat die Preisemp fehlung.
