Ohne das die Bevlkerungen der europischen Nationalstaaten sich auch als zusammengehrig empfinden, wird die politische Einigung schnell an ihre Grenzen gelangen. Nicht umsonst bemhen sich die Vertreter der europischen Institutionen in Brssel, das Projekt Europa beliebter zu machen: Imagekampagnen sollen die Attraktivitt des europischen Gedankens steigern, Konferenzen zum Thema sollen neue Konzepte entwickeln, und neu konzipierte Schulbcher sollen schon bei den Kleinsten das Entstehen einer europisch bestimmten Identitt frdern. Verfolgt man europapolitische Reden oder liest in Publikationen zum Thema Europische Identitt', wird dort der Zusammenhang Europas mit dem Terminus der Kultur und Wertegemeinschaft begrndet. Die Staaten Europas bekennen sich gemeinsam zu Demokratie, Rechtsstaatlichkeit, Menschenrechten und zu freiheitlichen, pluralistischen Verfassungen. Diese Haltung wrde, so die Argumentation, in der gemeinsamen Geschichte wurzeln: die griechische Antike, die christlichen Knigreiche des Mittelalters, die Renaissance und die Aufklrung bis hin zum Nationalismus des
