Nach Wiederherstellung der staatlichen Unabhngigkeit des estnischen Staates ist die Staatsangehrigkeitsfrage von entscheidender Bedeutung fr den Rechtsstatus ethnisch nicht estnischer Personen mit langjhrigem Wohnsitz in Estland vor 1990 geworden. Schwerpunkt der vlkerrechtlichen Untersuchung ist das Problem um das Staatsangehrigkeitskriterium als Voraussetzung fr einen Minderheitenstatus und dessen Folgen am konkreten Beispiel Estlands. In der Arbeit wird die Notwendigkeit einer vlkerrechtlichen Regelung dieser Streitfrage aufgezeigt.
