En este libro se presentan las caractersticas de seis sistemas administrativos de las cuatro grandes tradiciones estatales: Francia e Italia (tradicin napolenica), Alemania (tradicin prusiana), Suecia (tradicin escandinava), Reino Unido y Estados Unidos (tradicin anglosajona). En cada caso se analiza el proceso de fragmentacin por el que la accin gubernamental se va canalizando a travs de gobiernos multiorganizativos y multinivel. Adems se estudian los instrumentos de coordinacin y cohesin arbitrados para afrontar esta fragmentacin funcional y territorial. En el examen de cada sistema se sigue una estructura muy similar. En primer lugar, se exponen las grandes instituciones del Estado y el contexto poltico en el que operan las Administraciones pblicas. En segundo lugar, se analiza la Administracin nacional (federal o central) mediante el estudio de la organizacin y el funcionamiento de la cpula del poder ejecutivo, as como las caractersticas de las unidades organizativas centrales (ministerios y agencias). En tercer lugar, se indaga acerca del papel que la funcin pblica desempea para cohesionar el sistema. En cuarto lugar, se describe la distribucin territorial del poder y la evolucin de las Administraciones regionales (estatales) y locales en la historia reciente. En quinto lugar se analizan las relaciones intergubernamentales. En ltimo lugar se estudian las reformas administrativas principales que se han abordado en el sistema.
