So much emphasis is placed on democratic institutions and processes especially with the much touted wave of democratization in Africa. With extant literature on the subject, one notices that less attention and analysis is given to how the power and will of the common man can and do influence the direction, functionality and development of these institutions and processes. This work explores how, from a geographic and environmental perspective, the direction of popular consent affects the capability of political institutions to promote democratic values and rights on the one hand. On the other hand, it explores how and in what circumstances political institutions can and do impede the exercise of democratic rights and values and thus become anathema to democratic processes. This analysis may yet prove useful to students of politics and democratic theory and to anyone interested in democratic rights and processes.
