1) Es ist zu beachten, daB der Begriff Mittel hier in zweifacher Weise Verwendung findet. Einerse ts ist von Mitteln die Rede, die der Bedtirfnisbefriedigung dienen. Zum anderen ist von ZielMittelZusammenhangen im planungstheoretischen Sinne die Rede. Die Ziele des Planungsvorgangs aber stellen gerade die Mittel dar, die zur Bedtirfnisbefriedigung eingesetzt werden sollen. Es wird deshalb im folgenden, soweit der Bezug nicht eindeutig ist, jeweils von 'Mitteln der Bedtirfnisbefriedigung' und von 'Mitteln des Planungsprozesses' gesprochen. 2) Der unter planungstheoretischen Gesichtspunkten schwierige Zusammenhang von Zielen und Mitteln kann an folgendem Bei spiel verdeutlicht werden: Wird z.B. mit den Jugendlichen eine Motorradausstellung geplant, so mtissen sie sich mit Vermietern von Raumlichkeiten, mit Genehmigungsverfahren, Versicherungsagenturen u.a. auseinandersetzen. Diese Tatig keiten haben in bezug auf die Ausstellung einen Mittelcharakter; sie enthalten aber zugleich Lernmoglichkeiten fUr die Jugend lichen, die wiederum einen Wert fUr sich selbst haben, sind also auch fUr ein ganz anderes 'Zielsystem' relevante Mittel. 3) Solche Prozesse sind z.B. in selbstverwalteten Jugendzentren aufgetreten, in denen manchmal 'permanente' Renovierungsarbei ten stattfanden, weil die Jugendlichen im Verlauf ihrer Arbeiten immer neue Ideen tiber die beste Ausstattung und die mit neuer Ausstattung moglichen Aktivitaten u.a. besaBen.
